The point of this deck is to use Guided by Fate and every single card it affects. I went through a lot of iterations of this, and I like this one by far the best.
It will work best in multiplayer; once you have 3 or 4 players in a fellowship you're fairly well guaranteed to draw anything that Guided by Fate puts near the top; but it does work even at lower player counts.
Card choices:

We want to be in Lore for the song package. I went with Spirit as a secondary sphere but I could see this in mono-Lore (although at that point color-fixing with songs would be less reliable).

We need a Dunedain for Ranger Summons. Beravor is a dunedain, and also handles all of our card draw needs.

We need a Hobbit for Tom Bombadillo!. Fatty Bolger or Pippin would both work well for this. I went with Fatty because Beravor has our card draw handled.

We need a Noldor or Silvan for Flight to the Sea. The best looking choices are Galadriel, Arwen Undómiel and Glorfindel. Glorfindel is low-threat and unlocks all the crazy stuff he does.

We need eagle allies for Flight of the Eagles. Honestly, having both Vassal of the Windlord and Wilyador is probably overkill, but neither is really wasted as a 1-shot effect.

Lastly, we need color fixing. I was trying to get this in a bunch of ways (eg Amarthiúl and Elrond), but wasn't impressed. The song package feels surprisingly reliable between Drinking Song (with a hobbit hero, of course) and Rivendell Minstrel, and generates a good amount of resources along the way.
A play note - try to save A Test of Will for effects that shuffle the encounter deck.

EDIT I realised after publishing this that Shadow of the Past is obviated by the second ability on Guided by Fate. Haven't decided what to put in instead.
