In most Thurindir decks I see, people are trying to complete quests like Gather Information or Keep Watch first. I wanted to explore some other options. I learned from Caldara how effective getting a big ally out early can help, so in this deck we prioritize the completion of Send for Aid first.
Grab Send for Aid with Thurindir and mulligan for Legacy of Númenor (you get to hold on to the sidequest during your mulligan according to a careful parsing of the rulebook).
Play down the sidequest and some questing allies like Arwen Undómiel, Silvan Refugee or even Gandalf (which you can afford thanks to Legacy), and quest with everyone to complete the sidequest. There are a large number of big allies in the deck, like Gandalf, Jubayr, Glorfindel, and Treebeard, so you will likely be able to get one of them into play for free.
This will give you about an 8 resource jumpstart on turn 1 (3 from Legacy and 5 from the ally). This is often enough of an early boost to get you set for the rest of the game (see how effective Denethor is with just his 2 starting resources).
Completing The Storm Comes should be second priority because it allows you to spend all those / resources on your spirit cards.
The deck handles combat pretty well thanks to Narya. Jubayr becomes a super reliable defender with Arwen Undómiel and the Narya boost, with healing support from the Wardens. Killing stuff is easy with Gandalf/Treebeard/Glorfindel.
You are likely to threat out quickly with this deck, thanks to getting out an early Gandalf. The strategy to deal with this is to actually let Sam die. Then you can play Vanish from Sight and O Elbereth! Gilthonial! on an enemy with an engagement cost of 25 to drop back down again.
