I made this to be the 2nd lowest starting threat you can get with 4 heroes. Mulligan primarily for Tighten Our Belts, unless you get at least 2 copies total of Ranger Provisions or Legacy of Númenor. Questing shouldn't be a problem with 12 at the beginning. Trigger Sméagol as much as you can for draw.

Éowyn: Ancestral Armor, Golden Shield, Unexpected Courage
Glorfindel: Light of Valinor, Thorongil, both Dagger of Westernesse
Bilbo's Spoons wander and the rest goes onto enemies or locations.
Go for Tighten Our Belts first round if you draw it. For The Free Peoples you just need 3 more traits on allies, so it should be easy to accomplish.
What you love to see most are your resource accelerators and draw, the Side Quest, and Halbarad to keep up your "engagement cost higher than threat" cards effective longer.
