Noldor-based deck.
Enforce Arwen Undómiel ability with Elven-light and assign resource to Elrond, which can pay for allies of any sphere and gains icon as well when given Vilya. Discarding to Arwen also triggers Galdor of the Havens drawing ability.
Elrond-Vilya ability can be very powerful combined with Imladris Stargazer scrying capacities, allowing to put into play cards such as Beorn at no cost. Assign a copy of Protector of Lórien to Elrond to give him up to 6 , for he is supposed to be your main defender.
Light of Valinor deserves a mulligan for it allows Glorfindel to commit to quest without exhausting, thus avoiding his threat penalty. Complete Glorfindel's toolkit with Asfaloth and a copy of Protector of Lórien in order to give him up to 6 (and up to 9 as well by adding Fair and Perilous) and to make him a reliable backup defender in case of need.
Greenwood Archer and Veteran Axehand are useful, cheap 2 allies.

I think Gildor Inglorion would be a good inclusion. If I were you, I would make this a purely elven deck. Replace the Veteran Axemen with Galadhon Archers, and Beorn with Legolas.
