A first attempt to build a Rohan deck with this. It was a struggle i think Spirit would be easier but I'm saving that for the Eowyn, Theoden and Eomer deck i have in mind. So finding allies especially leadership allies for Rohan was tough. Which likely means questing is going to be a challenge.
Theodred will quest and hopefully get some way to bolster his willpower. Elfhelm likely be used as a defender or quest when needed while Hama will be the main attacker and make the most of his ability to grab events.
The deck has lots of attachments as well to bolster stats, defence for elfhelm, attack for Hama some questing for Theodred. There's lots of events to give Hama and his ability options to recycle as well as Faramir to helpfully boost questing a little as well.
There's no healing though, limited card draw, no shadow cancellation, no treachery management and only Gandalf to mitigate threat so everything might be a challenge with this deck.
So how effective it will be may be quest dependent. We'll have to see how it goes.
