Spirit Legolas was originally designed to function as a duo with Gimli. That being said, I've found him to be an outstanding hero in Noldor and Silvan lineups. This is a pretty standard Silvan deck, with the exception of more card draw and fewer exhausted heros than normal. There are six cards you really want: Feinged Voices, The Elvenking, O Lorien, Elven Light, Galion, and Galadrim Weaver. In your opening hand, discard everything except for those cards, or the Tree People. Then, your next goal is to empty your hand as soon as possible so you can draw the six cards with Galdor. This is how a standard turn should look once you have all the cards in place. Legolas gets the Elvenking. Play Galadrim Weaver to return a Silvan event you used last round to your deck. O Lorien lets you do this for free. Then play Galion and any other allies you have. Use all three heroes to quest. Legolas discards Elvenlight to ready Celeborn. At the combat phase, return Galadrim Weaver to your hand to ready Legolas with The Elvenking. Use Galion for any silvan events you might have. Then rinse and repeat. After four or five turns your deck should be almost half gone, making the concentration of silvan events higher for the minstrels.

Take note that O Lórien! reduces the cost to a minimum of 1. So the Galadhrim Weaver is not free. That might change your resource usage a bit.
