interesting.
this deck just beat Shadow and Flame solo on its maiden voyage. the trick was keeping the threat to 0, which is easy with the contract.
also, this is my first Council of the Wise build. with Cirdan and Bilbo its easy to play one event a turn, and i found it surprising; the Council options are like getting a mini visit from Gandalf every turn. very useful.
Tom Bombadillo! and Flight to the Sea are included simply because i like their mechanics but never seem to find space for them in my other decks. again, this contract makes their inclusion possible.
that said, my first impression with Council of the Wise is that you need card drawing heroes for any sort of success.
