The aim of this deck is to take advantage of Herugrim on Theoden and using Nenya to boost Theoden's will power during the combat phase, increasing Theoden's attack to a whopping 9. To get the most out of this, Snowmane is present to ready Theoden after the quest phase, while unexpected courage is needed on Galadriel if you're using her ability to draw cards, then another unexpected courage (or two) on Theoden for more huge attacks on big enemies. Since the willpower boost of Galadriel isn't going towards questing but will instead go towards attacks, this deck actually suffers from poor questing power, hence the inclusion of some of the usual high willpower spirit allies. This is also why Glorfindel is needed, but a variation of this deck uses Gandalf to quest, shadowfax to ready, then Gandalf again for defense. Starting threat is high, but elrond's council and galadhrim's greeting can lower threat to reasonable levels. The deck can still sometimes be vulnerable for defense, as you really want to keep theoden ready for those big willpower attacks. Chump blockers in the form of Westfold horse breeder, or paired with a good sentinel deck, this deck can really shine!
EDIT: This deck is not valid, since Nenya is a quest action. The willpower boost cannot be applied during the combat phase. I'm leaving the deck up for inspiration purposes.
I have some bad news, Nenya's boost is a Quest Action. Unless I am mistaken, you can only boost Théoden's willpower during the quest phase. You could try building a similar idea with Lay of Nimrodel instead.
