This is for the moment my best attempt at a Council of the Wise deck (a contract that I have always had difficulty making work).
Heroes :
The idea here is to play Aragorn with Estel comboted with Silver Harp T1 thanks to Elena.
It means that we have a mini Heed the Dream every turn for free and a second one for a card discarded.
With this contract it's good to have the means to search our better cards.
I play only 1 instrument in this version but Elena brought some big cards : Let Us Sing Together, Song of Slumber and the huge Hey Dol! Merry Dol!.
Saruman is here for theses stats, we don't have issu with the threat thanks to Council of the Wise, and he has some dedicated events.
Key events :
We have most of the best events which are in all Council of the Wise deck but not only !
Here if we can keep ready Elena we will reduce our threat by 2 every turn thanks to Hey Dol! Merry Dol! (event + contract)
If we keep an ally ready, we will have now 2 resources every turn thanks to Salvaged Supplies. (event + contract... We need to keep the resource trigger for the last one)
Elven-light doesn't work with Council of the Wise but we can discard a second card with Estel thanks to it. (and draw)
Word of Command is very nice with Saruman because we can ready him immedialty and do a nice doomed event (like Legacy of Númenor) before questing phase. Search any card is always a good thing but still better with Council of the Wise
So, with 2 recursives events and 21 others, we will trigger 3x Council of the Wise per turn very easily.
I know that Elrond's Counsel reduces only by 1 the threat but the +1 seems fair to me (plus -1 threat and the Council of the Wise trigger)
Other cards :
Allies are just among the best in the game.
The new Frodo Baggins seems very good to me in a deck like that.
Attachments : Let Us Sing Together is wonderful with heroes with big stats like Saruman.
Elessar is very good to transform the free mini Heed the Dream each turn on a real Heed the Dream each turn :) It also allows us to play Andúril.
Light of Valinor is always good and Sword that was Broken too. We can quest a lot if we achieve to have the sword + Faramir.
It's probably the weaker contract but maybe the funniest so I hope you will enjoy this deck !

Mar 26, 2024I think the idea with Salvaged Supplies is to not trigger the resource gain option of Council of the Wise from the beginning of the round until the end of the refresh phase, then play Salvaged Supplies at the end of the refresh phase to gain 1 resource and at that point (which is still inside a single round) trigger the resource gain option of Council of the Wise from having played Salvaged Supplies since it's an event. |
Mar 26, 2024that is quite limiting, think that would be my exchange for Hidden Cache A Lesson in Caution is also a good option. you will never use the secrecyoption but the other is also good and its free or 2 cards |

You lose some tempo with Salvaged Supplies but return Salvaged Supplies from our discard pile every turn if needed is I think a nice option. Be assured to trigger threat + draw + resource is very good I think. Hidden Cache is always a good (not key) card with Council of the Wise I agree. I will test more for Flame of Anor, i'm devided on it. (I did't draw it on my tests) You are right but Flame of Anor also allows you to do more things with Saruman before that we have enought allies so it could be an important card. |

Mar 26, 2024I also found salvage supplies to be awesome with council of the wise. Like the best event, a card I may mulligan into. It is also true when I play aragorn since it allow me to draw multiple cards a turn with estel. So in an Aragorn + council of the wise it is probably the best card of the deck, or at least the card you want to see the most. |

Estel- Aragorn- Elena-Silver Harp combo is nice and save to play for 1 res.
i like to include Hidden Cache in Council of the Wise-decks because either it pays for itself, or it is worth 2 cards or threadreduction and playable everytime.
for me its to risky to play Flame of Anor wthout knowing what is on the top. perhaps dicarding an important card seems not worth it for me.
Salvaged Supplies might have problems with the contract, if the resourse-option was taken. (contracts are playercards if i do not err). and if you do not get an ressource by the card it could be case of the silly "did not change boardstate-rule" so you might not play it if you used the res-option of the contract before. like you are not able to use Close Call to prevent 0 dmg. in my eyes this rule is bullshit but perhaps there are people out there who plays with it. or perhaps there is one out there who can explan why you can use Salvaged Supplies and getting no res but not Close Call for 0 dmg.
